Palace Fund Raising Organization


(PFRO)

Mission:

The Palace Fund Raising Organization believes that all students deserve an equal opportunity to reach their potential in all educational and personal endeavors.  Because all students do not have equal opportunities due to funding disparities, the PFRO will strive to serve all students by providing additional financial support to enhance their school experiences.

Goals:

The goals of the PFRO are to serve the Owendale-Gagetown Community School with a commitment, a shared vision toward excellence, the pursuit of student achievement, and the enhancement of educational programs, both academic and non-academic.  The PFRO will generate and distribute financial assistance to enhance student achievement, support program effectiveness, and provide academic and non-athletic enrichments for students.

Objectives (2008-2010):

1.  Continue to raise funds by volunteers working with Center-plate at available events and venues.
2.  Maintain (and expand upon) the original goal of additional financial support for the band and athletic programs at Owen-Gage School.
3.  Maintain fair and equitable criteria for awarding funds raised through volunteer efforts.
4.  Maintain the PFRO’s bookkeeping procedures and work with the Owen-Gage business office to secure an annual audit of the PFRO funds.
5.  Assure the ongoing viability of the organization by increasing the number of PFRO volunteers by 20-30%.




Programs:

The PFRO will consider providing funding for a variety of programs.  These programs may include, but not be limited to, the following:

•    Annual band trip for students who are current members of one of the Owen-Gage Bands;
•    Band equipment, instruments, music, and other needs;
•    Athletic uniforms, equipment, materials, and supplies;
•    Team camps;
•    Teacher mini-grants
•    Field trips
•    Landscaping and beautification projects;
•    Technology enhancements;
•    Student scholarships.
•    Chaperones for trips
•    Field trips

Funds are not intended to support individual clothing and/or equipment unless a determination is made that a condition of hardship exists and a student may not be able to participate in a class/event/activity/sport without the assistance of the PFRO.

*An individual may transfer funds from their individual ledger to  
 purchase an Owen-Gage Bulldog Season Pass for their 
 immediate family after participating in a minimum of eight (8) 
 events during the previous twelve (12) months.  Family 
 Volunteers (living at the same address) will be eligible for a 
 family pass (immediate family) with no deduction from their
 individual ledger(s) when they have participated in a total of 
 twelve (12) or more events during the previous twelve (12) 
 months.  (Calculations for this incentive will be from August 1st  
 to July 31st each year.)     

Governance:

The PFRO will be governed by a five member board of directors.  The board will be elected by a majority vote of PFRO volunteers who attend a scheduled meeting with the purpose of conducting an annual election.  The date and time of the meeting will be circulated to the current list of PFRO volunteers through the mail and/or email with at least two weeks prior notice.


The board of directors shall be comprised of the following officers who shall be elected for terms as follows:

•    President……………………..Two years
•    Treasurer……………………..Two years
•    Secretary……………………..Two years
•    At Large……………………….One year
•    At Large……………………….One year

(There shall be no limitation on the number of terms for which a board member may be re-elected.)

*The superintendent/principal of the Owen-Gage School shall 
  be an Ex-officio member of the board.  

The board of directors shall act in the best interest of the PFRO and in keeping with its objectives as established on an annual basis. 

The board will meet not less then bi-monthly and shall make minutes of its meetings available to the PFRO volunteers.  The board shall provide notice of its meetings and make them open to those who wish to attend.

The board shall distribute funds through two methods.  1) As directed by individual volunteers, from funds that are earned by the volunteer and accounted for in a ledger under their name. 
2) The board shall distribute funds which will be shown in the ledger as the PFRO General Fund.  Twenty-Five percent (25%) of the total funds generated by the PFRO shall be entered into the General Fund.

All school organizations are encouraged to volunteer with the PFRO.  A school organization that sponsors a worker’s night, and is able to assemble the entire necessary workforce, shall receive one hundred percent (100%) of the proceeds from the event, less the cost of gas.

Individual ledger accounts shall be overseen by the Board.  When an individual account has been inactive for twelve (12) months, and no specific request has been made for the use of the funds in the account, the funds will be transferred to the General Fund and the individual ledger account will be closed.

Requests for funds from the General Fund shall, whenever possible, be turned in one (1) week before the bi-monthly meeting.  The board will vote on each request, after discussion,  and input (when offered) from volunteers attending the meeting.  In unusual circumstances, where a request needs more immediate attention, a majority of the board may hold an emergency meeting.  Planning ahead for request shall be strongly encouraged.

The board shall establish a checking and savings account which shall require the signatures of two board members (one being the treasurer) for the removal, transfer, and distribution of funds.

The board shall review the objectives of the PFRO not less than annually.  The board shall consider the input of its volunteers when making decisions and shall keep the primary focus of the organization, and the distribution of PFRO funds, to benefit  students.
